Evolving alongside their human counterpart, Vampires also made laws and when traffic from The Reveal increased, they eventually required their own institution to enforce them. The Chambers, created in order to contain abandoned Vampires, wound up also dealing with miscreants from The Reveal and a few home-grown ones. Aware of the genetic marker that called the fledgling to the city and with the doorway to the multiverse nearby the Ghuvk set up the Chambers to be easily accessed, but not easily observed by the surrounding world.

Vampires who were unclaimed by any House as the result of an unsanctioned Unveiling, or those labelled Devs, eventually found themselves in a cell at the Chambers. These groups were considered dangerous to The Veil: the Tyro from ignorance and the Devs, deviants, because of their refusal to adhere to protocols established to keep their world from human knowledge.

As in all worlds, there were those who believed they were above the law, those intoxicated by their new power, and those who were killers long before the Demon mutation robbed them of what little humanity they still possessed. In an attempt to forestall the scrutiny of the modern world with their efficient communications and investigations based on rapidly evolving sciences the Ghuvk believed they needed immediate and effective safeguards. The Chambers utilised existing buildings, carefully concealing their use under the guise of warehouse storage and the Aegai, Demons of limited intelligence and unswerving loyalty, were given the keys to the dungeon.

The well-guarded group of buildings was situated in the industrial section of the city and connected by tunnels, with each serving a different purpose. They helped their occupants escape observation and the entrance for visitors via a small side street. Prisoners waited in cells for the determination of the Scriptors, those who enforced the edicts of the Council. Once established, a Dev was supposed to be put to death instantly as the Ghuvk took few risks, but it was often easy for the miscreants to trick the dim Aegai and escape.

The Chambers also dealt with wayward Demons that refused to respect The Veil and either attacked a Vampire or invited human attention. These Demons often were the centre of gang violence, drug deals, or general mayhem, seeking adventures that put the equilibrium of the world in peril.

If their respective worlds refused to pay the fine for their return, then the Demon was dispatched with the same dispassionate efficiency dealt to the Devs. The Vampires did not fear retaliation from Demonic worlds as they were protected under the mantle of the Martyc Empire, the Demon financiers that held power over most worlds. The Empire respected and protected the fragile Veil for the Vampires were a useful go-between Demon and human interaction.

The Vampires that were bound to an Accord went through a cursory examination by the Scriptors who not only regulated the Aegai, but also kept records for the Vampire Nation. From a Demonic world fascinated by the recording of all facts, the Scriptors spent their entire lives scribbling information and protecting the laws of other worlds. With the capacity to remember every word written a Scriptor was considered invaluable, even in a world filled with computers.

The Scriptors, known for their attention to detail and their dispassionate natures, were able to enforce the laws of a domain without compunction. Dressed in robes with skin the colour of parchment they stood almost as tall as the Aegai, thin to the point of emaciation with sharp faces and frigid lemon eyes. The Scriptors kept a census of all things Vampire, they tracked the Heralds, Houses, Tyros, those who had been destroyed, those who moved to Aunsin, and those who were created.

Any Tyro, once identified, was always remembered by the Aegai for they had a strange capacity to remember faces. In order to protect The Veil unclaimed Tyros were considered unsanctioned and usually put to death. There were few exceptions to immediate destruction such as when the Tyro was of Old World blood. This bloodline was considered sacred as it belonged to those who were first Unveiled and who were of the most powerful Houses of the Vampire Nation.

While the Ghuvk attempted to stop the Old World Vampires from disobeying their edicts some were too close to becoming an Ancient and therefore too powerful to be repressed. If the Vampire knew what House created them, but remained unclaimed for fear of reprisal then they were also spared. These Vampires were put under the protection of an Accord and the right to purchase a Tyro’s company for one year was put up for auction.

The Scriptors recorded their details, such as where the Aegai had discovered them, and what blood they contained. This was easily felt by the sensitive Demons who could determine the force of their connection as those with a strong presence were of Old World blood. The unfortunate being was then put up for Auction to other Vampires, this occurrence was rare and considered great sport to watch. The Accord was a contract that bound buyer and Vampire together in love or hate and through this the Tyro learned how to function within the Vampire world.
